Who is the event for?
Decision-makers, managers, and technical professionals from public and private sanitation companies; representatives from federal, state, and municipal governments (e.g., regulatory agencies and public policy makers); researchers and academics in the fields of sanitation and water resources; associations and NGOs related to the sanitation sector; private sector professionals (engineering, consulting, and technology companies) that provide services to sanitation companies; and investors and financial institutions interested in investing in sanitation.
Objective:
With the aim of reflecting on the scope of universal access, ABES presents the main challenges and strategies for the integrated management of water resources, in connection with basic sanitation services.

Marcel Costa Sanches
President
Associação Brasileira de Engenharia Sanitária e Ambiental – ABES
Marcel Costa Sanches holds a degree in Civil Engineering and has specialized in public service regulation through programs at the Warrington College of Business at the University of Florida (USA), the London School of Economics and Political Science – LSE (UK), Instituto Superior Técnico at the University of Lisbon (Portugal), and the Florence School of Regulation (Italy). He is a CP3P®-F certified professional in PPP and public service concession modeling by APMG/World Bank. A career employee at Companhia de Saneamento Básico do Estado de São Paulo – SABESP, he has built a professional trajectory focused on the formulation, implementation, and monitoring of public policies in the areas of basic sanitation, urban infrastructure, and housing. He served as Superintendent of Regulation at the company from March 2016 to June 2024, notably coordinating the contractual processes with municipalities, technical and economic regulation, regulatory oversight, and tariff reviews. He is a Governor at the World Water Council, National President of ABES - Associação Brasileira de Engenharia Sanitária e Ambiental, and a member of the State Sanitation Council – CONESAN/SP. Since October 2024, he has served as SABESP’s Director of Planning and Engineering Projects, responsible for planning the expansion toward universal access to water and sewage services in the municipalities served by the company.

Benedito Braga
President
Conselho Latino-americano da Agua – CLA
Benedito (Ben) Braga is a civil engineer from the University of São Paulo. He holds an M.Sc. in Hydrology and a Ph.D. in Water Resources from Stanford University, USA. He was a Professor of Civil and Environmental Engineering at the University of São Paulo from 1980 to December 2018. He served as Director of the National Water Agency (ANA) from its inception in 2000 until 2009; Secretary of Sanitation and Water Resources for the State of São Paulo from 2015 to 2018; and CEO of Companhia de Abastecimento de Água e Saneamento do Estado de São Paulo (SABESP) from 2019 to 2023. He was President of the World Water Forum held in France (2012), co-chaired the International Organizing Committee of the Forum in Korea (2015) and Brazil (2018). Prof. Braga is Honorary President of the World Water Council (WWC) and President of the Latin American Water Council (LAWC).

Eduardo Corrêa Tavares
National Secretary for Funds and Financial Instruments

Eduardo Corrêa Tavares has been a public servant since 2003, with a diverse career in public administration. He has experience in planning and management, external control, and tax auditing, as well as in areas such as fiscal federalism, concessions, PPPs, and cooperation initiatives. His academic background includes a degree and specialization in Law and Public Management, as well as master’s degrees in Tax Administration from IEF and in Planning and Public Policy from UECE. Throughout his career at the three levels of government, he has contributed to innovations such as the Interstate Consortium of the Legal Amazon. He served as Secretary of Planning (2018–2022) and Secretary of Finance of the State of Amapá (2022). Since January 2023, he has held the position of National Secretary for Funds and Financial Instruments at the Ministry of Regional Development.

Camila Rocha Cunha Viana

Camila Rocha Cunha Viana holds a Law degree from the State University of Rio de Janeiro (UERJ) and has served as a State Attorney for São Paulo since 2013. She holds a Master’s degree in Administrative Law from USP and in Economics from Fundação Getúlio Vargas. At PGE, she was part of the Corporate and Foundation Advisory Board from 2014 to 2018; the Legal Advisory to the Cabinet from 2019 to 2022; the working group that followed the privatization process of SABESP; and coordinated the PGE/SP working group responsible for monitoring the legislative process of the new Sanitation Regulatory Framework. In 2023/2024, she joined the Legal Advisory and the Subsecretariat of Water Resources and Basic Sanitation at the Secretariat for Environment, Infrastructure, and Logistics – SEMIL.
